 That's your opinion. In my opinion, it is a bad idea to not show all
 buddies for a contact. It is confusing, it looks like that contact has
 fewer buddies/accounts than it actually has.

 In my opinion, expanded contacts should always display all buddies it has.
 In addition, I think the tooltip and anywhere else should always show all
 buddies the contact has.

 In my opinion, this is more consistent.

 Maybe other users, like you, might have a different mental model about how
 things should work. If that's the case, then some type of additional
 option (like the one from the reporter) should be implemented.
