 It is actually a network problem.  Pidgin is unable to connect to
 `messenger.hotmail.com` on port 1863 - that is the source of the problem.
 That the native client can still connect means that it is using one of the
 fallback connection methods for restrictive networks.  Pidgin doesn't do
 this automatically, but you can try the "HTTP Method" checkbox in the
 "Advanced" section of the account setup to see if that'll let you connect.
