Comment:

 pidgin does do that. Windows seems to handle that less usefully then we
 would like however and even with all the work we've put in to guarantee
 atomic over-writes of configuration files things sometimes fail there. I
 don't know all the details as I wasn't involved in that work so I can't
 comment more specifically than that.
