 Your placement method is "last created window" which should explain to you
 why the conversations follow the new window detaching a tab creates. The
 simplest solution to this would be to create a "Single Window" placement
 option and use that. A plugin can add conversation placement options so
 this is doable that way without needing to patch pidgin. Though I think
 the feature request for that placement option is reasonable.

 If the infopane is turned off then the single tab should be visible (I
 think). If that is not that case that is a bug which needs fixing.
