 IRC works fine when you first set it up, and it can continue to work fine
 for many months. However, after an indeterminate period of time, it just
 stops working. The only way to resolve the problem is to delete the IRC
 account and re-create it.

 If all other accounts are disabled, and only the IRC account is enabled,
 Pidgin loads successfully but does not display any information relating to
 the IRC account (either within the debug window or the console when using
 -d). If other accounts are enabled (possibly, the Jabber account
 specifically), enabling and disabling the IRC account logs
 "jabber_actions: have pep: YES" and "jabber_actions: have pep: NO" in the
 debug window.
