 Thanks gagem. As indicated in comment #6 here, the problem is the gtk is
 sending us "size-allocate" signals, with minimum dimensions of at least 3,
 16, 22, 24, 48, 200. Ignoring just 200 may still result in incorrectly
 sized icons. I was hoping that switching to the GtkStatusIcon (ticket
 #2629) might solve this problem, but it appears from your comment there
 that this isn't the case. I'm going to dig into this again and see if I
 can figure out a more appropriate solution.
