 I already have this in my ~/.fvwm2rc:

 Style "*"
 SloppyFocus,GrabFocusOff,GrabFocusTransientOff,!FPGrabFocus,!FPGrabFocusTransient

 and no styles specific to pidgin.

 I can see no mention of 'urgent' (case-insensitive) in 'man fvwm2'.
 There's no results on a 'grep -ir urgent /usr/share/doc/fvwm' either.

 I'll continue searching, but really, I'd still like to be able to tell
 pidgin NOT to use the URGENT hint at all.
