 Aha, found it, you have to change UrgencyFunc:

 DestroyFunc UrgencyFunc
 AddToFunc UrgencyFunc
 +       I       Raise

 i.e. not have Focus or anysuch in there.

 I still say apps like pidgin should let you choose if they use the hint.
