Comment:

 This is already doable for pidgin by using DBus, unfortunately DBus does
 not currently exist on Windows and as such cannot be used there. A plugin
 could be written (and a number have in the past) to listen on pipes,
 sockets, or to look at files on disk to listen for commands. A plugin of
 that sort could either be found or written again to allow this to work for
 Windows. I'm going to close this ticket as the feature exists and is
 waiting on DBus for Windows to be finished.
