 pidgin does not use the urgency hint for the conversation window unless
 you tell it to, it does use it for the buddy list window without you
 telling it to though, I don't believe (offhand) that any other windows use
 it. Which windows are you seeing this with? And no, it is *exactly* the
 job of users to configure their window managers to act the way they want
 them to. It is expressely *not* the job of clients to attempt to manage
 windows in any way.
