 I am not sure this is a terribly good idea. A number of plugins will fall
 into more than one of the categories. For example, a plugin can add both
 some preference, and some commands. Having the same plugin in multiple
 tabs will be pretty confusing.

 If we must add categories for plugins to make them manageable, what we can
 do is to have something like what we have for the debug window filtering,
 except more than one category can be selected at the same time (for
 example, 'show all enabled plugins that add a command or a preference',
 'show only the disabled plugins that add a command' etc.). But I am not
 entirely sure that would make things much better than what we currently
 have.
