 To answer your question -- nickserv is "too quick to reply", in some
 sense.  Even if your authentication credentials are provided at signon,
 nickserv will send you that message (followed immediately by a message
 stating that your authentication was successful and whether or not you
 have new messages, etc.).  rekkanoryo is correct that this is not
 something we should be "fixing".
