 I get the tiny icon on boot about 10% of the time.

 I also never realized until reading these comments that another "problem"
 I have in the notification area is that it often becomes very wide,
 momentarily, just before the icons appear. Maybe the Pidgin icon starts
 out huge but just isn't getting displayed? I dunno.
