 Ok, as you can see, this patch is another one-liner: to make sure the
 target of the NOTICE is known, I strip the status characters through
 irc_nick_skip_mode. Unfortunately, I'm still unable to set the Windows
 compilation environment up, so, if you would be so kind to recompile the
 IRC dll (with both 7415 and 7416) and put it up somewhere I would be able
 to test it.
