 The "problem" I was trying to solve was to make the about menu visible for
 all users.  Currently it is possible for a user to not even notice that
 the menu exists.

 A good point was raised in this thread that I had not previously
 considered: the Help menu contains almost no useful functionality other
 than the tools window.  I was more interested in moving the about the
 window so it's easier to tell what version you have before upgrading, and
 such.

 This change would make more sense if the help menu had more functionality,
 but it doesn't.

 I'm a little less gung ho about this change now- this thread clearly
 demonstrates the need for some menu updates, but my change doesn't resolve
 the bigger fundamental problems.
