Comment(by deryni):

Honestly, I wish we could just kill the stultifyingly stupid System Log
entirely, but given that we can't I think we should at least rename it
(but that's a separate issue entirely).

I think we should probably move the file transfer item to the top section,
move the room list and privacy items to the Buddies menu (they are the
only protocol usage specific things in the Tools menu at the moment), yank
the Mute Sounds option (we have the one in the preferences and the tray
icon, and yes I know this was likely asked for specifically I just really
 don't think it makes sense).

I still think we should move the Debug Window, but I'm not particularly
concerned about that at this point.

As to the item sorting, I really don't want to get into the 'what do users
use most' game as I think it is something we are really just going to lose
at (without putting statistic gathering code into pidgin, which is
something I think we could really benefit from). It is unfortunate that
the menu items sorting only makes sense in English but it at least makes
sense somewhere and it means things are consistent. Having the sorting be
by interface language would be interesting (and something that GTK+ should
do for us) but would make it harder to point out specific menu items to
 people using translated interfaces.
