 The ticket this is a duplicate of is #1458.

 The release notification is a plugin because it's not core, or even vital,
 functionality.  "Start Pidgin with Windows" doesn't need to be a
 preference in the preferences dialog--it's a waste of space and the
 functionality is avalable through numerous other means (logon scripts,
 Startup folder on the Start menu, utilities that manage autostart
 applications, etc.).
