 According to Wikipedia, this is Windows Live Messenger 2009 Milestone 2
 (M2), renumbered version 14
 It may relate to the included anti-spam filtering for unsolicited IMs.
 Maybe there's some sort of signing for attachments? Since it is not
 officially available anywhere, it is hard to test, unless you get it from
 unofficial sources.
