 I had a conversation with the folks in the jdev conference room about this
 (http://logs.jabber.org/jdev@conference.jabber.org/2008-10-24.html).

 The complication is that to send a useful error, you need to know an id of
 the IQ to which the error applies (which clearly we don't have).

 The outcome of that is, while what we are currently doing is not
 unreasonable, the most correct thing to do is to send a stanza error with
 a new id (which will not be useful to the other client).  Since this is
 easy enough, I think this is what we're going to do.
