#7380: Hide New IM Conversations setting doesn't work

 Version 2.5.1 and 2.5.2 tested, all plug-ins disabled, GTK+ 2.12.2 (the
 one included with 2.5.2) for both versions of Pidgin, and Blink On New
 Message checked in systray icon.  XMPP protocol used to test, but bug
 should be protocol independent.  OS:  Windows XP SP3.

 v2.5.1 works as normal with "Hide New IM Conversations" set at Always or
 When Away.  v2.5.2 always shows IM window (regardless of setting), while
 2.5.1 blinks the systray icon (normal expected behavior).
