Comment:

 I have tried version 2.5.1 doing a normal
 ./configure --prefix=...
 without any other options including the --with-system-ssl-certs option

 I get the same original error message when offline message are delivered:

 The certificate chain presented by rsi.hotmail.com does not have a valid
 digital signature from the Certificate Authority from which it claims to
 have a signature
