#7070: Restore conversation windows when restarting from a crash

 If Pidgin crashes with conversation windows open, when it is relaunched,
 there is no automatic way to see if there were messages that were lost at
 time of crash.

 Example solution: log all open conversation window's IDs to disk by
 contact name and re-pop them on a restart.  Allow "Enhanced_History"
 plugin to handle retrieving the lost message from the disk, if enabled.

 Example situation: where this is needed by developers/users running buggy
 plugins or such where this happens in sequence. [[BR]]
 1) Lock windows workstation [[BR]]
 2) Inbound message [[BR]]
 3) Inactive timeout causes "Status" change and Pidgin crash for whatever
 reason [[BR]]
 4) Return to workstation and restart Pidgin - noticing there was a orange
 "New Message" system tray. [[BR]]
 5) grep for missed message on disk[[BR]]
