Comment:

 It might be possible to use the Plugin Pack's [pp:wiki:irssi irssi] plugin
 for this, if not as-is then possibly with some minor changes. Whether or
 not that is the appropriate plugin for this feature is a separate issue.
 But this is definitely something a plugin should be doing.
