 I would guess that it's a firewall issue, as software firewalls aren't the
 most reliable on Windows. See [wiki:"Using Pidgin#windowsfirewall" the
 wiki] for a couple ports that might help to open up. You could also try
 posting a more complete [wiki:TipsForBugReports debug log] to see if
 someone can figure out what exactly is failing to connect, as
 giowin32.c:271 handles many code paths.

 As far as the freezing problem, I would guess this to be unrelated to
 firewall configuration or blocked connections. I would start by trying to
 figure out what's happening before and during these freezes, again, by
 checking the debug log.
