add you to the cc list." text are certainly put there by a custom plugin;
but the plugin doesn't change the behavior, it is just an indicator for
how it will behave.

section always_notify_updater] setting in trac - which is what the
"permanently add you to the cc list" refers to.
I would argue that the comment is misleading. The `always_notify_updater`
will not actually add every commenter to the CC field, it will just make
sure they get notification e-mails. So querying on the CC field will not
return all tickets where a specific person has commented. I suppose you
also have to select "Yes" in "Cc me to this ticket" to get this result.
For the records, what plugins do you use to get this simplified ticket
editor?

to search for tickets that a certain user had commented on, not that there
was something wrong with the CC search.
This is a valid feature request. There is currently no way to achieve this
using the custom query or search features, as neither search the author
field of individual comments. You might be able to do it using a report
and SQL, but I see you have disabled the report module.
Feel free to open a new ticket on http://trac.edgewall.org for this (or
reopen [http://trac.edgewall.org/ticket/7582 #7582]).
