 I tried that; see attached screenshots.

 1) My per-account settings are to manually configure the HTTP proxy.
 2) My global preferences gives me no option to say "Use GNOME settings" or
 otherwise.  As the screenshot shows, it just gives me a "Configure Proxy"
 button, which launches GNOME's proxy configuration dialog.
