 I have installed GTK+ 2.12.12 rev A and it did not solve the problem. I
 tried both 'cp1251' and 'UTF-8' encoding settings. With UTF-8 the client
 on the other side (QIP) does not see text properly, but that's QIP's
 problem. cp1251 though was working for me in 2.2.2 Interestingly, if I
 clear the setting and restart, it defaults back to 'CP1251'.

 One other note - I have asked a party on the other side to upgrade to QIP
 Infium RC3. That worked if I use UTF-8! The question for Pidgin is why
 CP1251 is broken in one direction.
