Comment:

 We still need to get a determination as to whether the official client can
 apply privacy settings to buddies not on the buddy list. If the official
 client can do so they we should allow people to do so (likely via the
 privacy dialog somehow). If the official client can not do this then we
 are likely to decide not to support it (even if technically the protocol
 does support it).
