 This is sub-optimal but not a bug. The issue is that the tray icon code
 forces the buddy list into view when it can't embed itself into the
 notification area because we don't want someone to be able to lose their
 buddy list window. Ideally we would check that the window is already
 visible before trying to make it visible again which should avoid this.
