Comment:

 The pending->new transition is normal. We use the 'pending' status when a
 ticket is awaiting feedback from the reporter. Tickets are closed if no
 response is received after 2 weeks.

 That said, I think this is best done as a plugin (which, as you said,
 could present a dialog and then interpret the content as HTML).
