 Libpurple formats birthdays of ICQ contacts according to the current
 locale.
 This should not happen in the library, because it denies formatting of the
 date through the application using the library. It should instead happen
 inside pidgin/finch themselves.
 E.g. Spectrum (the purple-XMPP transport developed in GSoC) puts this
 value in the XMPP vCard which should be ISO 8601 formatted, this can't
 happen because libpurple always returns localized dates which often means
 information is lost (e.g. I'm currently getting MM/DD/YY which leaves me
 cluesless as to what CC is).
