New description:

 I'm not sure if this is an issue with Pidgin or Yahoo servers.

 Happens sometimes, but not always. But when it happens, it happens
 consistently for  many hours, at least.

 Scenario : log in, be available.
   * Change status to "away". Partners see no change in your status.
 (tested both with myself in the list and with partners using Yahoo 8 or
 9).
   * Change status to some text. Same result.
   * Change status to Busy. Sometimes this is seen by partners, but not
 always.
   * Change status to available again. If Busy was seen by partners, now
 they also see your current status.

   * Change status to away. Partners see no change.
   * Go offline. Partners see you go offline.
   * Go online, to status away. Partners see you as "away".

 Sometimes, further status changes, after this log-out/log-in sequence, are
 seen correctly, but not always.

 Sometimes status changes are seen correctly many minutes after the change.
