Comment:

 pidgin doesn't cause the window to pop up, but it does set the urgency
 hint on the buddy list window, which fvwm2 is likely interpreting as 'give
 the window focus'. You can disable this in fvwm2 if you don't want it
 happening for the buddy list window, there isn't any way to disable it in
 pidgin.
