 Right, and my claim was that I can't imagine people actually wanting that.
 Since, presumably, if you have pidgin running in the 'correct'
 notification area mode (only an icon when messages exist) then you know
 that pidgin will quit if you close it and conversely if you are running
 pidgin in the 'always' notification area mode then you either know pidgin
 or assume (because that is how IM programs work) that pidgin will not
 close.

 Therefore, it would seem to me that this dialog would amount to nothing
 more than a 'are you sure you want to quit pidgin' dialog which is the
 type of confirmation dialog people hate most (compare Vista's UAC).

 Or to put it another way, assume your dialog exists and has just popped
 up, what are your button choices? 'Yes, quit pidgin', 'No, leave pidgin
 open', 'No, leave pidgin open but minimize it', and 'No, stuff pidgin in
 the notification area'? The first two are simple action confirmations, the
 third attempts to guess some unrelated action was the real goal (despite
 there likely being other perfectly good mechanisms to minimize windows),
 and the fourth is a pidgin preference change (something which more-or-less
 completely does not belong in a quit confirmation dialog).
