Comment:

 GTK+ themes are not pidgin specific, they affect *all* GTK+ applications
 by default.

 The GTK+ Theme Selector is not something pidgin is installing, it is part
 of the GTK+ installer we distribute.

 Launching the GTK+ Theme Selector from inside pidgin would be an odd way
 to handle things.

 Consider the fact that standard Windows applications all support using the
 Windows theme and none of them link to the Display Properties dialog, that
 is exactly the relationship pidgin has to GTK+ themes.

 On non-Windows systems GTK+ theme changes are real-time, that is as soon
 as you select the new theme it will take affect on all your GTK+
 applications (there is not real-time preview that I am aware of however).
 The fact that this doesn't appear to work on Windows is a shame but not
 something we can do anything about directly.

 It should also be noted that pidgin ships with a GTK+ Theme Control plugin
 which allows for some small subset of GTK+ theme settings to be configured
 for pidgin only and whose changes are real-time.

 The only semi-real issue here is why your chosen theme setting got lost.
