Comment:

 A plugin could support the ability to add arbitrary tags to buddies (in
 much the same way that the Buddy Notes plugin does), but these would be
 local only and would not affect the buddy list display.

 For protocols that support having users in multiple groups (like XMPP) you
 can use groups like tags, though pidgin doesn't make this particularly
 easy or pretty.
