 It can't be on Miranda side because I tested with other messengers not
 based on libpurple. OTR communication only works properly with Pidgin or
 Adium... So it's either caused by Pidgin OTR plugin or due to a
 combination of libpurple and Pidgin OTR. (But the source of OTR plugin and
 Adium's OTR implementation should be the same, so why it is not working in
 Pidgin?)

 I'll contact the authors of Pidgin OTR.
