Comment:

 We believe that Pidgin provides best-effort support for this; any
 codepoints which are shared will be displayed, and if your encodings is
 non-UTF-8, Pidgin can optionally check for UTF-8 valid text as well.  Do
 you have any specific suggestions, or situations where this falls down?

 Note that it is not possible to reliably detect most 8-bit encodings, or
 often even distinguish between a closed set of encodings.
