 How privacy works is a very protocol-specific thing. It is entirely
 possible that blocking on a given protocol may only block messages and not
 authorization requests, it is possible it will work exactly opposite to
 that, and it is (like on ICQ in pidgin currently) that blocking will only
 block presence information (visibility) and not messages at all.

 If you want finer-grained blocking control than what your protocol of
 choice allows then you are going to need to use a plugin that drops
 messages silently once they have reached pidgin rather then depending on
 the server to block things for you (assuming the server blocks too much).
