 I don't believe the GtkTooltip stuff can support everything we do with our
 tooltips, but even if they could the GtkTooltip stuff was only added to
 GTK+ in version 2.12.0 and pidgin currently is intended to compile on any
 version of GTK+ newer than 2.0.0 (we break this every now and then by
 accident but do our best to fix it when informed it is broken).
