progress bar that shows the transfer progress as proceeding very fast

when testing that the transfer is failing). The Yahoo Messenger or other
chat client user on the other end does not see a request to receive the
file nor do they receive the actual file.

What actually happens when initiating a file transfer on Yahoo whenever a
libpurple client is involved is that the sending client actually transfers
the file to a web server that acts as a file transfer proxy. Once the
upload is complete, or at least sufficiently complete to allow the
receiver to download the file, in theory the receiver is supposed to be
notified to start the download. The fact that the upload is in your
opinion too fast is immaterial to what actually happens.
The issue here is that for some reason the receiving client isn't being
notified about the file.
