 I can correctly add a multi-line note to buddies and have the tooltip
 display them here.

 The fix for #2657 was to strip formatting and similar stuff to prevent
 them from messing up the display. The fact that we show the formatting
 toolbar is at best odd, though we do retain (and display) the information
 in the editor so it isn't entirely wrong, just practically so.

 Can you make sure you don't have a second or local copy of the Buddy Notes
 plugin somewhere that may be old and therefore unfixed? In the plugins
 dialog, expand the 'Plugin Details' section and make sure the path appears
 correct. (It is unlikely that you have an older version, but it is worth
 checking.)

 Can you get the Help->Debug Window output from when you hover over a buddy
 and the incorrect tooltip displays?
