 Coming from #9391, we aren't having the "connection refused" error either,
 you'll have to see the closed ticket that was marked as a duplicate in
 order to see the specific symptoms.  I'm not so convinced 9391 is a
 duplicate of this ticket.  The flush DNS didn't work for our situation.
