 Sorry for the confusion. This ''is'' a problem with the popular IRC
 servers listed first (Efnet and Rizon), but it is ''not'' a problem with a
 less popular server (Zerofuzion). I just found it a strange situation
 which I thought was worth mentioning, as perhaps the processes of how an
 SSL connection is negotiated could be compared between the "offending" and
 "non-offending" servers.

 I understand that the log doesn't provide much detail. Unfortunately, if
 you desire me to collect additional information, I will need some
 instruction of how to do system call traces or backtraces, as my
 programming experience doesn't extend much beyond "Hello World." Of
 course, it may be more of a hassle to instruct me than to find a developer
 on a Windows machine that can reproduce the issue. Thank you for looking
 into it, however.
