Comment:

 A connection error does not disable an account unless it is marked as
 fatal. What sort of errors are marked as fatal is up to the protocol
 plugin. Non-fatal errors can be ignored without disabling the account.
 Skype not running is a fatal error because unless you take some action the
 account with never work in pidgin. That being said we do not support the
 skype plugin here (and in fact believe it to be a GPL violation). So if
 you have issues with that plugin you can take them to the plugin's author.
