 I think this is very important, a lot of friends of mine who have a lot of
 groups , they also feel very bad user experience when they need to find a
 group or a user in amounts of groups.

 so this should not just be plugin, pidgin should built-in these features.

 or maybe the menu item could be a small button on the bottom of buddylist.
