Comment:

 That was my first thought as well actually.  The fact that the whole
 window flashes would make you think it's coming from the window manager.
 However, the Urgent hint set by the plugin was also there in 2.4.x where
 this flashing did not happen.  Unless that functionality was claimed to be
 in the plugin in 2.4.x and didn't actually work, and then got fixed, then
 this isn't the cause, because I have not changed the window manager since
 upgrading Pidgin.

 Also, it's not like it's the window border (painted by the window
 manager).  It's the window itself, which is painted by the Pidgin program
 (and gtk+).  I guess I should also state that I have not changed gtk+
 since upgrading Pidgin.
