 I considered the issue with "which-window-wins" and the conclusion that I
 a came to, which is how the sample of Windows applications I tested
 performed, was to store the location of the last closed window.

 The reason I believe that this technique works, is that it is the users
 actions (closing the window) which set the position for any upcoming
 window - therefor taking the logic away from the window manager and
 effectively giving it to the user.

 Given this behaviour I would still consider it to be an improvement over
 the current implementation.
