Comment:

 This sounds like a rather horrible idea to me, imagine that you are having
 a conversation with someone and need to go look up something in some other
 window. Now, while that other window is focused you receive an IM from a
 new person. When you alt-tab back to the IM window which tab do you want
 focused? What about the case where you didn't even notice that you got the
 new IM because you weren't looking at your taskbar (or have it auto-hide),
 now which tab do you want focused?

 Anything that switches tabs not as a direct result of the user interacting
 with pidgin sounds like a recipe for disaster to me.
