 This is wrong:

 That IP address is registered to Viacom, not Google. Try running "ipconfig
 /flushdns". Also, on the advanced page of your Google Talk account
 settings, remove the Connect Server and set the Connect Port to 5222 (and
 uncheck "Force old (port 5223) SSL").
